They are telling you a story about how it changed their life when they heard of the Blank ATM Card. If you proceed and believe their story, they will send you a package through a "courier delivery service," but to get this package, you need to pay a fee, which is very high and a scam.
The scam you see on the screenshot of this post has existed since September 2021. Techdirt has not taken it down since then. You can imagine how many people have fallen for this scam already.
Reports are submitted by people globally. If there is enough evidence, it's likely a scam. Celebrity impersonators are always considered scammers, often stealing money and resorting to blackmail if you've shared sensitive photos.
